Accounting for the Fall of Silver: Hedging Currency Risk in Long-Distance Trade with Asia, 1870–1913

The second half of the nineteenth century is correctly known to have culminated in the emergence of the gold standard as the first truly international monetary regime. The processes leading up to this remarkable feat are, however, far less documented or understood. Economic historians have only recently started digging into the causes behind the ’fall of silver’ that preceded the scramble for gold. It is nowadays clear that its effects were felt worldwide. Not in the least, silver depreciation severely affected East-West trade. It was, among other factors, behind the bankruptcy of several powerful institutions as the Oriental Bank Corporation. Yet at the same time, it cemented the position of other banks, some of which exist until this very day (HSBC, Standard Chartered). What did these banks know that others did not? In Accounting for the Fall of Silver, Michael Schiltz explains that the 1870s and 1880s witnessed furious experiments with new financial products and, equally important, strategies for hedging exchange rate risk. Drawing on archives that have never been used before, the book throws new light on an important episode of nineteenth century world history. At the same time, it illuminates lesser known aspects of the first gold standard period. It draws attention to the existence of ’carry trades’ between European money markets and the lesser liquid Asian periphery; and describes the creation of financial contracts with the sole aim of enabling commodity finance among Asian mercantile centers.

This chapter examines the fudasashi (札差) of Tokugawa Japan — institutions nominally classified as rice brokers but functioning in practice as the primary credit intermediaries, debt managers, and financial agents of the shogunate’s bannerman (hatamoto) retainer class. Operating within the licensed guild framework of the kabu nakama (株仲間) system, the fudasashi developed sophisticated instruments of financial intermediation, yet failed to generate the corporate forms that might have enabled perpetual institutional accumulation or a transition into Meiji-era banking. The chapter argues that this failure is explained not by market underdevelopment or cultural factors, but by the absence of juridical personhood in the European sense: without entity shielding — the legal separation of firm assets from the personal assets of proprietors — the kabu nakama existed entirely within delegated bakufu authority, with no independent legal personality. Monopoly rents were channelled into conspicuous personal consumption rather than reinvestment, and the institution died with its members. The Meiji debt cancellation of the early 1870s, analysed here as a jubilee-form instrument operating outside the probability distribution the fudasashi system was designed to manage, extinguished residual claims at a recognition rate of effectively zero. The argument is developed through three comparative frames: ancient Near Eastern debt jubilee traditions and their rabbinic circumvention via the prozbul; the European corporate form and the role of entity shielding in decoupling institutional continuity from individual mortality; and the Tokugawa kabu nakama as a third path available to neither solution. Ergodicity economics provides the analytical vocabulary for understanding why recurrent bakufu interventions — sumptuary regulation from above and debt moratorium (kien-rei) from below — were structurally necessary rather than administratively contingent, and why they were insufficient. Primary sources include guild records, commission deeds, and bakufu edicts drawn from the Sumitomo Archives and Sueoka Teruaki’s Tokugawa Bakushindan to Edo no Kinyu-shi 徳川幕臣団と江戸の金融史: 札差・両替商の研究 (2024).

In the macro-economic literature, Japan has at several times been treated as a canonical example of why countries joined the gold standard. On the one hand, the country has been linked to the argument that there exists a relationship between the gold standard and lowered borrowing costs; on the other hand, it has been discussed as motivated by a desire to expand its trade with gold standard countries. This article argues against both strands in the literature, and argues for a third interpretation. It demonstrates that the specificities of Japan’s gold standard reveal a concern with ’original sin’, or the impossibility of raising foreign loans in Japan’s own currency, and explains that there were grave costs to gold standard adoption.

This paper argues that knowledge should be considered as a global public good first and as a private right second. The argument is underpinned by the claim that the growing movements for source-, data-, and knowledge-sharing (Open Access, Open Source, Open Courseware, etc.) have enhanced our ability to facilitate the global production and dissemination of ’knowledge’, so that more people in the world can enjoy its benefits. In contrast with the existing intellectual property regime – which does not succeed in balancing the public and private gains of knowledge – these movements and their corollary technologies have improved peoples’ access to knowledge goods and services. By enabling less developed countries to tap into the global knowledge pool they have also provided a new context to rethink the ’digital divide’.

It is well known that Niklas Luhmann’s theory of social systems is grounded in Spencer-Brown’s seminal Laws of Form (LoF) or ‘calculus of indications’. It is also known that the reception of the latter has been rather problematic. This article attempts to describe the construction of LoF, and confront it with Niklas Luhmann’s ontological and epistemological premises. I show how LoF must be considered a protologic, or research into the fundamentals of logical systems. The clue to its understanding is to be found in its profoundly topological conception of common mathematics and (Boolean) algebra. Both are explained as direct offspring of their planar orientation. Self-reference is a justified instance of an extended, more intricate topological arrangement. Its consequences for ontology (non-identity) and epistemology (autology), I argue, have been adopted correctly by Niklas Luhmann. Separate sections are devoted to how Spencer-Brown’s notion of re-entry relates to Luhmann’s definition of system/environment, and to a comparison between Luhmann’s and Parsons’ functionalism.

This article inquires whether and to which degree some fundamental traits of the World Wide Web may encourage us to revise traditional conceptions of what constitutes scientific information and knowledge. Turning to arguments for ‘open access’ in scientific publishing and its derivatives (open content, open archives, etc.), contemporary tendencies in ‘social software’ and knowledge sharing, the authors project a new look on knowledge, dissociated with linear notions of cumulation, progression, and hierarchy (e.g. of scientific argument), but related to circularity, heterarchy, and evolution. Arguing from a medium theoretical perspective, they illustrate their ideas with developments in library science, current debates in epistemology and theories about information architecture, with a particular focus on ‘unsystematic’ folksonomies.

This article discusses the relevance of the systems theoretical distinction between “medium” and “form” as a tool of scientific analysis in the social sciences. It is an attempt to construct a medium theory that remains true to George Spencer-Brown’s logical calculus on the one hand, and that gives full “credit” to Niklas Luhmann’s considerations on the medium/form distinction on the other hand. The theoretical usefulness of the distinction is demonstrated by means of the exemplary medium of money. The analysis shows the growing centrality of the medium/form distinction in Luhmann’s epistemology to the point of becoming the bedrock of his constructivist theory of social systems in his later works.

In this article we try to show how a social theory can be constructed which takes the requirement of self-implication or autology serious. For this purpose, we turn to Niklas Luhmann’s theory of self-referential, autopoietic systems. For it is our thesis that the specific conatus of Luhmann’s enterprise is to construct an autological social theory, i.e. a theory which is sufficiently complex to imply itself, to describe itself in the course of describing its objects of investigation. To demonstrate this claim, the line of argument has firmly been rooted in George Spencer-Brown’s Law of Forms, a work central to systems theory. The architecture of Luhmann’s systems theory is thus presented in accordance with Spencer-Brown’s calculus of indications. Special attention is being paid to systems theory’s Leitdifferenz system/ environment. For this distinction is literally maintained as the alpha and the omega of the theory: the Leitdifferenz carries theoretical observations, and at the same time permits the self-observation. By means of the figure of ’re-entry’, drawn from Spencer-Brown’s calculus, we show how the starting distinction between system and environment, can ’re-enter’ the construction founded upon it and makes it possible for the theory to observe itself as a system within an environment.

Japan’s experience with modern capitalism and finance is characterized by a remarkable combination of shocks and adaptation. After being steamrolled by Western institutions and financial technologies, the country attempted to retaliate against this intrusion. However, regaining financial sovereignty proved a protracted process of trial and error. In the 1880s and 1890s, under the auspices of Matsukata Masayoshi, Tokyo seemed to get it right. The establishment of the Bank of Japan and related institutions, on the one hand, and the adoption of the gold standard, on the other, appeared designed to lift Japan out of its peripheral status. In reality, however, they mostly served to emphasize its role as an enabler of the British-led international order. Only in the 1930s, during the worldwide Great Depression, would it break with this role, if only to find that its autonomy had been compromised from the very beginning. Japan’s disastrous loss in World War II drove the country into the arms of the newly arisen global hegemon: the United States. In the early 21st-century, Japan remains a linchpin in the still surviving American-led world order and the corollary “dollar standard.”

Historically, unilateral political attempts at boosting the liquidity and prestige of a currency have rarely been successful. In the context of catastrophic events as, for instance, a World War, several countries have nevertheless experimented with schemes to develop currency blocs. This chapter describes the Japanese experiment with establishing an economic zone in which the yen was either the main or the sole currency of reference. We proceed chronologically. Taiwan and Korea are explained as consolidating currency policy in the nascent Japanese empire. World War I temporarily reversed Japan’s balance of payments problem. It heralded bold attempts at incorporating China within the Japanese yen-bloc, by means of aggressive lending schemes. Although the latter failed, the yen-bloc became an important political objective throughout the 1930s. The chapter explores the financial technology that governed the monetary set-up of the wartime empire; and it attempts to explain why it contained the seeds of its destruction.

Although the military and geopolitical relevance of World War I to Japan must be considered limited, its economic impact was considerable. In sharp contrast to the prewar deficit years, Japan saw its external trade expand rapidly. This article describes how the country’s establishment reacted to this shift. In addition to lending to several allies, it also engaged in the politically risky strategy of extending loans to China. These “Nishihara loans” not only reverberated in U.S.-Japan relations for decades to come, but also impacted the Terauchi cabinet’s decision to take part in a multilateral Siberian intervention. The domestic consequences of this intervention (the rice riots of 1918) would lead to the downfall of the cabinet and the shelving of pan-Asianist policies until the early 1930s. Economically, the 1920s were a decade of crises and reorientation in the postwar, mostly American-led order.

The Capital Markets of the World project (hereafter: CMoW) is an attempt to develop the scholarly potential of this comprehensive and unique collection of historical financial information and, simultaneously, to work towards the long-term sustainable preservation of the latter. Recognizing the fact that accessibility and preservation of the information contained are different, sometimes conflicting, but nevertheless equally important ambitions, the project takes a hybrid approach. It builds on an analog technology (i.e. microfilm) and a digital one (online description/disclosure in the form of a searchable digital archive). For the production and/or maintenance of both, it employs the expertise of three commercial companies that have been recognized as world leaders in their field.

Classical Japanese: A Grammatical Compendium is a reference guide to classical Japanese grammar intended to reach students who have already acquired a fair command of modern Japanese and a basic knowledge of modern Japanese grammar. Making extensive use of reference works on literary-style Japanese or bungo 文語, the current text provides a concise introduction to the classical language through a compact linguistic analysis. It puts key grammatical features in context, using examples drawn from a range of classical sources. The used source material primarily represents well-known phrases or lines of poetry taken from masterpieces of the Japanese classical literary canon. As a reference work primarily dealing with lexical categories, this book should optimally be used in conjunction with other selected readings from classical texts. This handbook therefore tries to achieve the multiple goals of helping students to master the key points of the classical language, introducing real-language background derived from ancient, medieval, and early modern documents, and offering stimuli for further reading in the original and in translation.
